On July 31, a comprehensive seminar titled “Corruption – the Main Obstacle to Reform” was held at the Export-Import Insurance Company "Uzbekinvest". The event brought together representatives from the Anti-Corruption Agency, the Academy of Law Enforcement under the General Prosecutor’s Office, company leadership, and employees of the central office, regional branches, and subsidiaries.
Speakers noted that since the early years of independence, large-scale reforms have been carried out in the country to build a legal democratic state and a strong civil society, ensure the rule of law, reform the judicial and legal system, and protect the rights and freedoms of citizens.
It was emphasized that in the Development Strategy of New Uzbekistan for 2022–2026, the fight against corruption is identified as a top priority. In particular, attention is given to eliminating conflicts of interest in public administration, strengthening public oversight, identifying corruption-prone sectors and areas, and enhancing the effectiveness of the corruption prevention system.
During the seminar, participants examined in detail international legal frameworks and foreign experiences in combating corruption, including UN conventions and those of other international organizations. The legal foundations and institutional mechanisms for fighting corruption in Uzbekistan were also discussed.
Attendees exchanged views on potential corruption risks in the insurance sector, possible conflicts of interest, and effective prevention mechanisms. Examples of foreign corruption-related offenses in the insurance industry and their negative consequences for companies were presented.
The seminar also included a presentation on systematic anti-corruption efforts within the structure of "Uzbekinvest". The company has established a Department of Internal Control and Security as well as an Ethics Commission. Regular training courses are conducted for employees of the head office and regional branches on anti-corruption, conflict-of-interest management, and business ethics.
It was noted that these efforts led to a significant improvement in the company's anti-corruption performance score published by the Anti-Corruption Agency in 2024: "Uzbekinvest" received a score of 83 points, compared to 28 points in 2023.
In conclusion, participants emphasized the importance of every employee's involvement in building a digital, transparent, and corruption-free insurance system based on trust, where the President’s political will, a solid legal framework, and the active participation of civil society serve as its key pillars.
